Elias "Louie" Mossos
Louie began his career in public service in Springfield, Illinois over 20 years ago with a front-row seat to Illinois government, serving as an Assistant Counsel to the Speaker of the Illinois House of Representatives. He subsequently served as an Assistant Attorney General, where he litigated complex cases involving energy, telecommunications, water, and utility regulation on behalf of the People of the State of Illinois.
From there, Louie was recruited to serve as Senior Legal Counsel and Assistant Parliamentarian to the Illinois Senate President, advising legislative leadership on legal strategy, statutory construction, and the political realities of passing major policy. He served as the FOIA Officer for the Illinois Senate, co-authored the first IICLE publication on FOIA, and remains a frequent lecturer on transparency, legislative process, and public records law.
He became a key player behind the scenes at the Illinois State Capitol—writing bills, negotiating language, and crafting solutions that moved critical legislation through the General Assembly.
After the Illinois Senate, Louie joined a leading national lobbying firm, where he spent 12 years advising Fortune 500 companies, trade associations, technology companies, gaming entities, units of local government and others on navigating high-stakes policy, budgetary and regulatory issues. He quickly became known for his ability to navigate legal and political systems with precision.
In 2015, Louie left lobbying and returned to public service as Senior Advisor to the Senate President during one of Illinois’ most turbulent periods. Tasked with helping the State respond to a historic fiscal crisis and the threatened closure of three nuclear power plants, he spent two years advising on strategy, stakeholder coordination, and emergency legislative solutions.
Over the course of his career, Louie has represented elected officials in high-stakes election matters and has served as a Special Assistant Attorney General in federal court. Additionally, Louie has been a primary author of several major Illinois laws, including the Freedom of Information Act, Illinois Power Agency Act, Common Interest Community Association Act, Cemetery Oversight Act, Cable and Video Competition Law of 2007, and Cable and Video Customer Protection Law.
These statutes reflect not only his command of legislative drafting but also his strategic ability to build consensus across political and industry lines.
Today, Louie draws on more than 20 years of extensive experience inside and around Illinois government to help clients shape policy, overcome regulatory obstacles, and seize emerging opportunities.
